--uninstall: it should handoff first before uninstalling pass_mgr from bin
--install: after building pass_mgr and copying it to bin, check whether the directory pc-secret-store already exists before the first run. If so, --init-from should be executed.
install: when the plugin is already installed, first run --uninstalland then --install
